exercise is key—start and you lose weight from all places. you can’t focus on one spot unless you’re trying to build muscle
I was in a Pilates class once every week – and that really helped tone and strengthen my core muscles. It looks like it’s easy, but alot of the excercises are pretty challenging. I was also in a bootcamp and deep water class during that time, which also helped strengthen my core and toned my legs. Squats can help with thighs – especially if you have additional weight – like a barbell.

The first thing to do is to be clear about your goals. You need to know what your ideal weight is, the weight that would make you truly happy.
